Councilman - Finance and Personnel
“I appreciate the confidence the citizens of Glencoe have shown in me by electing me to my fourth term. I feel that each term I serve allows me to be a more effective city leader. It is a continual learning process. The more knowledge I gain and the better relationships I build with elected officials throughout the state the better job I can do for our city. I have worked and studied very hard to become certified by the Alabama League of Municipalities as a Certified Municipal Official. The passion for public service I began with in 2004 has only grown through the years. I pledge to continue serving with integrity, dedication and experience. My goal has been and will continue to be to improve the quality of life for the citizens of Glencoe.” Councilman Danny Joe Wagnon is currently serving in his fourth consecutive term as a member of the Glencoe City Council. A life-long resident of Glencoe, Danny graduated from Glencoe High School and earned his Associate’s degree in Business Administration from Gadsden State Community College. He retired from K-Mart with thirty years of business management experience. Danny serves on the City Council as Mayor Pro-Tempore, Chairman of the Finance Committee and Chairman of the Personnel Committee. As Finance Committee Chairman, Danny works closely with the Revenue Department to ensure all ordinances pertaining to revenue are up to date and are being enforced properly. The city’s revenue collection has increased by 60% since he was elected in 2004. Danny also works with all departments to create, update and manage the General Fund Budget, keeping the Mayor and Council advised on the city’s financial position. Glencoe currently has an AA- standing with Standard and Poor’s. Danny also works to monitor grant opportunities to fund city projects. The City of Glencoe is nearing $6 million in grants received during his time in this position. As Personnel Committee Chairman, Danny monitors payroll and helps department heads and the City Council in the interview and hiring process. Since Danny has held this position, he has worked to write a personnel handbook, create standardized pay grades and levels for employees, and initiated a step raise system and annual employee performance reviews. In addition to those roles, Danny serves as the Council’s representative on the Planning Commission. Danny is also a member of the Senior Advisory Committee, Metropolitan Planning Organization, Senior Outreach Committee and Beautification Board. Besides his work as a Councilman and public servant, Danny volunteers for both the local VFW Post 10408 and the Senior Nutrition Program in Glencoe. Danny and his wife, Amy, live in Glencoe where Amy is a teacher at Glencoe Middle School. They have one son, Clay Wagnon.
